I have found a bud that if I configure that way
Key Tab A S WindowList Root c c NoGeometry, CurrentDesk, CurrentAtEnd, SelectOnRelease Shift_L
Key Tab A C WindowList Root c c NoGeometry, CurrentDesk, CurrentAtEnd, SelectOnRelease Control_L
the action of SHIFT + TAB is good but CTRL + TAB will not let me navigate inside the WindowList
did some one see that problem?
does any one have solution?

Not off-hand, but does FVWM have anything to say about the bindings? Assuming FVWM logs to ~/.xsession-errors – is there anything in there that would indicate why the binding might not be working. Inded, I’d be interested in seeing the output from the command:
xmodmap -pm… although I suspect all is OK there, though.
