I haven’t tried this myself, but try positioning the menu using a geometry method. As you correctly guessed it’s all in the man page:
The above (note that “rectangle” is part of the syntax) tells Fvwm where to place the menu on the screen – it’s in the manpage, and presumably you can adapt it to suit your needs…
