Same GitHub install (1.1.1 and 1.1.0) for MX Linux and Fedora, and both distros run FvwmConsole. Not in Arch Linux. I think a dependency package is missing.

If FvwmPrompt is built, FvwmConsole is not installed. Use FvwmPrompt instead.

You should check the PKGBUILD Arch linux uses to build FVWM. There you can see if FvwmPrompt is being build instead of FvwmConsole as @somiaj said.

If you dislike FvwmPrompt you could modify the PKGBUILD so it builds FvwmConsole instead.

I’m in charge of that PKGBUILD. FvwmPrompt is preferred over FvwmConsole.
