It is not an fvwm builtin. It is usually implemented on the form of a function, using imagemagick or something similar to capture and resize an screenshot of the window, and then using Style to change the application icon by that autogenerated thumbnail.
So, it all depends entirely on your config for fvwm, though grep’ing your config for “Thumbnail” might be a good start.
