When I drag a program from one dekstop to another the background in the destiantion dekstop is a copy of the original only the frame around ie. Firefox is visible.

Hmm, you’d have to take a screenshot of what you’re referring to, although I suspect what you’re witnessing here is a slowness in the way the FF window is being re-drawn. If I understand you correctly, issuing the command:
Refreshfrom within FvwmConsole should sort things out for you.
